摘 要
随着城市化进程的加快，社区作为社会的基本单元在突发事件中的应急管理水平日益受到关注，而物业作为社区管理的重要主体，在应对突发事件中扮演着关键角色。本研究旨在探讨社区物业在突发事件应急管理中的机制与优化路径，以提升社区整体应急能力。通过文献分析、案例研究和问卷调查相结合的方法，选取多个典型社区进行深入调研，分析物业在突发事件中的职责定位、资源调配及协调机制。研究发现，当前社区物业在应急管理中存在权责不清、信息沟通不畅及资源配置不足等问题，但同时部分物业已探索出有效的应急响应模式，如建立多部门联动机制、引入智能化管理系统等。基于此，本文提出构建以物业为核心的社区应急管理体系框架，强调明确权责分工、强化技术支撑以及加强社区居民参与的重要性。研究的创新点在于首次系统梳理了物业在社区应急管理中的功能定位，并提出了具有可操作性的优化策略，为相关政策制定提供了理论依据和实践参考，有助于推动社区治理现代化和韧性城市建设。

Abstract
With the accelerating urbanization process, communities as the basic units of society have drawn increasing attention to their emergency management capabilities in response to unexpected events. Property management, as a critical entity in community governance, plays a pivotal role in addressing such emergencies. This study aims to explore the mechanisms and optimization pathways of property management in community emergency management to enhance the overall emergency response capacity of communities. By employing a combination of literature analysis, case studies, and questionnaire surveys, multiple representative communities were selected for in-depth investigation, focusing on the role positioning, resource allocation, and coordination mechanisms of property management during emergencies. The findings reveal that current property management in emergency situations faces challenges such as unclear division of responsibilities, inadequate information communication, and insufficient resource allocation. However, some property management entities have successfully developed effective emergency response models, including multi-department collaboration mechanisms and the integration of intelligent management systems. Based on these insights, this paper proposes a fr amework for a community emergency management system centered on property management, emphasizing the clarification of responsibility distribution, strengthening technological support, and enhancing resident participation. The innovation of this study lies in its systematic examination of the functional positioning of property management in community emergency scenarios and the proposal of actionable optimization strategies, providing theoretical foundations and practical references for relevant policy formulation. This research contributes to the modernization of community governance and the construction of resilient cities.
