摘 要
智慧城市建设作为推动城市现代化治理的重要手段，已成为全球城市发展的重要趋势，但公众参与不足和行政互动机制不完善的问题日益凸显。本研究旨在探讨智慧城市建设中公众参与的现状与障碍，并分析行政主体与公众之间的互动关系及其优化路径。通过问卷调查、深度访谈及案例分析相结合的方法，研究选取了多个典型智慧城市建设项目进行实证分析。结果表明，当前公众参与存在渠道单一、反馈机制不健全以及数据共享不足等问题，而行政互动则受限于传统管理模式和技术壁垒。研究提出构建多层次、多维度的公众参与体系，强化技术赋能与制度保障，并优化行政互动机制以提升协同治理效能。本研究的创新点在于将公众参与与行政互动置于智慧城市建设的整体框架下进行系统性分析，为相关政策制定提供了理论支持与实践参考，有助于推动智慧城市治理向更加开放、透明和包容的方向发展。关键词：智慧城市治理; 公众参与; 行政互动
Abstract
As a critical approach to promoting modern urban governance, smart city construction has become a significant global trend in urban development. However, the issues of insufficient public participation and an imperfect administrative interaction mechanism have become increasingly prominent. This study aims to explore the current status and obstacles of public participation in smart city construction and analyze the interactive relationship and optimization pathways between administrative entities and the public. By employing a combination of questionnaire surveys, in-depth interviews, and case studies, this research conducts empirical analyses of several typical smart city projects. The findings indicate that public participation is currently constrained by channels, an underdeveloped feedback mechanism, and insufficient data sharing, while administrative interaction is limited by traditional management models and technical barriers. The study proposes the establishment of a multi-level and multi-dimensional public participation system, emphasizing technological empowerment and institutional safeguards, as well as optimizing administrative interaction mechanisms to enhance collaborative governance efficiency. The innovation of this research lies in systematically analyzing public participation and administrative interaction within the overarching fr amework of smart city construction, providing theoretical support and practical references for relevant policy formulation. This contributes to advancing smart city governance toward a more open, transparent, and inclusive direction.
