摘 要
随着城市化进程的加速，城市精细化管理成为提升城市治理水平的重要方向，其中城市文化建设作为软实力的核心组成部分，对塑造城市特色和增强居民认同感具有重要意义。本研究以城市文化建设与行政引导的关系为切入点，探讨如何通过科学的行政手段促进文化资源的有效整合与利用。研究采用文献分析、案例研究与问卷调查相结合的方法，选取多个典型城市进行实证分析，揭示了行政引导在城市文化建设中的关键作用及其具体实现路径。研究发现，成功的城市文化建设需要政府在政策制定、资源整合及公众参与等方面发挥主导作用，同时注重因地制宜与动态调整。本研究的创新点在于提出了“文化导向型行政引导模式”，强调文化与管理的深度融合，并构建了评估城市文化治理效果的指标体系。这一成果为推动城市精细化管理提供了理论支持与实践参考，有助于实现城市功能优化与文化价值提升的双重目标。关键词：城市文化建设; 行政引导; 文化资源整合
Abstract
With the acceleration of urbanization, refined urban management has become a crucial direction for improving urban governance, among which urban cultural construction, as a core component of soft power, plays a significant role in shaping urban characteristics and enhancing residents' sense of identity. This study focuses on the relationship between urban cultural construction and administrative guidance, exploring how scientific administrative measures can promote the effective integration and utilization of cultural resources. By employing a combination of literature analysis, case studies, and questionnaire surveys, this research conducts empirical analyses of several typical cities, revealing the critical role of administrative guidance in urban cultural construction and its specific implementation pathways. The findings indicate that successful urban cultural construction requires the government to take a leading role in policy formulation, resource integration, and public participation while emphasizing adaptability to local conditions and dynamic adjustments. The innovation of this study lies in the proposal of a "culture-oriented administrative guidance model," which stresses the deep integration of culture and management and constructs an indicator system for evaluating the effectiveness of urban cultural governance. This achievement provides theoretical support and practical references for promoting refined urban management, contributing to the dual ob jectives of optimizing urban functions and enhancing cultural value.
