摘 要
智慧城市建设已成为全球城市发展的重要趋势,其中智慧医疗系统作为关键组成部分,在提升医疗服务效率与公平性方面具有重要意义。本研究以智慧医疗系统的构建与行政支持机制为切入点,旨在探讨其在智慧城市建设中的作用及优化路径。通过文献分析、案例研究与实证调查相结合的方法,本文选取典型智慧城市为研究对象,深入剖析智慧医疗系统的技术架构、运行模式及其与政府行政支持的互动关系。研究表明,智慧医疗系统的高效运行依赖于技术支撑与政策保障的协同作用,而当前仍存在数据孤岛、标准化不足及跨部门协作难题等问题。本研究创新性地提出“政技融合”框架,强调技术驱动与行政支持的双向互动,并设计了多维度评估体系以衡量智慧医疗系统的综合效能。研究结论为智慧医疗系统的优化提供了理论依据和实践指导,同时为政府制定相关政策提供了参考,有助于推动智慧城市的可持续发展。关键词:智慧医疗系统; 政技融合; 智慧城市
Abstract
The construction of smart cities has become a crucial trend in global urban development, with smart healthcare systems playing a key role in enhancing the efficiency and equity of medical services. This study focuses on the development of smart healthcare systems and their supporting administrative mechanisms to explore their functions and optimization pathways within smart city fr ameworks. By integrating literature analysis, case studies, and empirical investigations, this research examines typical smart cities as subjects, analyzing the technical architecture, operational models, and interactions between smart healthcare systems and governmental administrative support. The findings indicate that the effective operation of smart healthcare systems relies on the synergistic effects of technological infrastructure and policy safeguards, while challenges such as data silos, insufficient standardization, and difficulties in cross-departmental collaboration remain prevalent. Innovatively, this study proposes a "government-technology integration" fr amework, emphasizing the bidirectional interaction between technology-driven innovation and administrative support. Additionally, a multi-dimensional evaluation system is designed to measure the overall effectiveness of smart healthcare systems. The conclusions provide theoretical foundations and practical guidance for optimizing smart healthcare systems, offering valuable references for policymakers and contributing to the sustainable development of smart cities.
