政府补贴对新兴产业发展的福利效应分析 -经济学专业

摘要

随着全球产业结构调整和技术创新加速，新兴产业作为推动经济高质量发展的重要引擎，日益受到各国政府的高度重视。在此背景下，本文旨在分析政府补贴对新兴产业发展所产生的福利效应，探讨其在资源配置、技术创新和社会效益等方面的影响机制。研究采用理论建模与实证分析相结合的方法，基于中国2010—2020年间战略性新兴产业的面板数据，构建了包含动态面板模型和福利函数的综合分析框架。结果表明，政府补贴对新兴产业的技术创新能力和市场竞争力具有显著的正向促进作用，但其效果因行业特征和补贴方式的不同而存在异质性。进一步研究表明，合理设计的补贴政策能够有效提升社会整体福利水平，而过度或单一化的补贴则可能导致资源错配和效率损失。本文的创新点在于将福利经济学理论引入新兴产业补贴政策评估，并通过微观数据验证了补贴的长期动态效应。这一研究为优化政府补贴政策设计提供了重要参考，同时强调了精准化、差异化补贴策略的重要性，以实现经济效益与社会效益的双重目标。

Abstract

With the acceleration of global industrial restructuring and technological innovation, emerging industries have increasingly become a critical engine for promoting high-quality economic development, attracting significant attention from governments worldwide. Against this backdrop, this paper aims to analyze the welfare effects of government subsidies on the development of emerging industries and explore their influence mechanisms in terms of resource allocation, technological innovation, and social benefits. By integrating theoretical modeling with empirical analysis, the study constructs a comprehensive analytical fr amework based on panel data of China’s strategic emerging industries from 2010 to 2020, incorporating dynamic panel models and welfare functions. The findings indicate that government subsidies significantly enhance the technological innovation capabilities and market competitiveness of emerging industries, yet their effects vary heterogeneously depending on industry characteristics and subsidy approaches. Further analysis reveals that well-designed subsidy policies can effectively improve overall societal welfare levels, whereas excessive or overly standardized subsidies may lead to resource misallocation and efficiency losses. A key contribution of this paper lies in introducing welfare economics theory into the evaluation of subsidy policies for emerging industries and validating the long-term dynamic effects of subsidies through micro-level data. This research provides crucial references for optimizing the design of government subsidy policies while emphasizing the importance of precise and differentiated subsidy strategies to achieve dual ob jectives of economic and social benefits.
