摘 要
随着信息技术的迅猛发展，版权保护面临前所未有的挑战，网络环境下的侵权行为日益复杂多样，传统版权保护机制难以有效应对，亟需强化行政监管与执法力度。本研究旨在探讨版权保护中的行政监管与执法问题并提出对策，以期为完善我国版权保护体系提供参考。通过对国内外相关文献的梳理、案例分析以及对版权行政管理部门、司法部门、权利人等主体的实地调研，深入剖析当前版权保护中行政监管与执法存在的诸如法律法规不健全、监管体制不完善、执法能力不足等问题。研究发现，构建科学合理的版权行政监管与执法体系是解决上述问题的关键。创新性地提出从完善法律法规、优化监管体制、提升执法人员素质、加强技术支撑等方面着手，形成政府主导、多方参与的版权保护格局，这不仅有助于提高版权保护水平，还能促进文化产业健康发展，在理论层面丰富了版权保护的研究内容，在实践方面为版权行政监管与执法提供了切实可行的路径。

Abstract
With the rapid development of information technology, copyright protection faces unprecedented challenges as online infringement becomes increasingly complex and diverse. Traditional copyright protection mechanisms struggle to effectively address these issues, necessitating strengthened administrative supervision and law enforcement. This study aims to explore administrative supervision and enforcement issues in copyright protection and propose corresponding strategies to improve China’s copyright protection system. By reviewing relevant domestic and international literature, analyzing cases, and conducting field research with copyright administrative authorities, judicial departments, and rights holders, this paper delves into existing problems such as inadequate laws and regulations, imperfect supervisory systems, and insufficient enforcement capabilities. The research reveals that establishing a scientific and rational administrative supervision and enforcement system for copyright is crucial to resolving these issues. Innovatively, it suggests enhancing copyright protection through improving legislation, optimizing regulatory systems, upgrading the competence of enforcement personnel, and strengthening technological support. This approach not only promotes a government-led, multi-party participation fr amework for copyright protection but also contributes to the healthy development of the cultural industry. Moreover, it enriches the theoretical content of copyright protection studies and provides practical pathways for administrative supervision and enforcement in copyright protection.
