摘 要
土地法律执行作为保障土地资源合理利用和维护社会秩序的重要手段，在经济社会发展中具有不可替代的作用。随着我国城市化进程的加速以及土地资源供需矛盾的日益凸显，土地法律执行过程中出现了诸多矛盾，如土地用途管制与地方发展需求之间的冲突、执法主体多元导致的责任不清等，这是本研究的背景。本研究旨在深入剖析土地法律执行中的矛盾并探寻解决策略，以期为完善土地法律执行机制提供理论支持。通过文献研究法梳理国内外相关研究成果，运用案例分析法选取典型地区进行实地调研，结合访谈法获取一手资料。研究发现土地法律执行中的矛盾主要体现在法律法规滞后于社会发展、部门间协调不畅、公众参与度低等方面。针对上述问题提出构建动态的土地法律法规体系、强化部门协同治理、提高公众参与意识等解决策略。本研究创新性地将多学科理论融入土地法律执行的研究中，不仅从理论上丰富了土地法学的内容，而且在实践上为破解土地法律执行难题提供了可操作性的建议，对促进土地资源的可持续利用和社会和谐稳定发展有着重要意义。

Abstract
The enforcement of land law, as an essential means to ensure the rational use of land resources and maintain social order, plays an irreplaceable role in economic and social development. With the acceleration of urbanization and the increasingly prominent contradiction between land resource supply and demand in China, numerous conflicts have emerged in the process of land law enforcement, such as conflicts between land use regulation and local development needs, and unclear responsibilities caused by multiple law enforcement entities, which form the background of this study. This research aims to thoroughly analyze the contradictions in land law enforcement and explore solutions to provide theoretical support for improving the land law enforcement mechanism. By employing literature review to organize relevant research findings at home and abroad, case study method to conduct field research in typical regions, and interview method to obtain firsthand data, it is found that the main contradictions in land law enforcement are reflected in the lag of laws and regulations behind social development, poor coordination among departments, low public participation, and so on. In response to these issues, strategies such as constructing a dynamic system of land laws and regulations, strengthening interdepartmental collaborative governance, and enhancing public participation awareness are proposed. Innovatively integrating multidisciplinary theories into the study of land law enforcement, this research not only enriches the content of land jurisprudence theoretically but also provides operational suggestions for solving the difficulties in land law enforcement in practice, which is of great significance for promoting the sustainable use of land resources and harmonious and stable social development.
