摘 要
教育公平是社会公平的重要基石，其法律保障体系的完善对构建和谐社会具有深远意义。本文聚焦于我国教育公平法律保障中的难点与改进建议，旨在通过系统梳理现行法律法规，剖析其中存在的问题并提出切实可行的优化路径。研究基于文献分析法、比较研究法以及案例分析法，广泛收集国内外相关研究成果和实际案例，深入探讨了教育资源分配不均、特殊群体受教育权保障不足等关键问题。通过对现有政策法规的细致解读，发现当前教育公平法律保障存在立法层级较低、配套措施不完善、执行监督机制乏力等问题。为此，本文创新性地提出了从顶层设计入手，构建多层次、立体化的教育公平法律保障体系；强化政府责任落实，确保教育投入均衡化；完善监督评估机制，提高法律执行力；加强特殊群体权益保护，建立个性化支持体系等建议。这些改进措施不仅有助于弥补现有法律制度的缺陷，更将为推动我国教育公平发展提供坚实的法治保障，为实现教育现代化奠定良好基础。

Abstract
Educational equity serves as a crucial cornerstone of social equity, and the perfection of its legal safeguard system holds profound significance for constructing a harmonious society. This study focuses on the challenges and improvement suggestions within China’s legal safeguards for educational equity, aiming to systematically review existing laws and regulations, analyze inherent issues, and propose practical optimization paths. Utilizing literature analysis, comparative studies, and case analysis, this research extensively gathers domestic and international scholarly findings and real-world cases, delving into critical problems such as unequal distribution of educational resources and inadequate protection of educational rights for special groups. Through meticulous interpretation of current policies and regulations, it is identified that the legal safeguards for educational equity currently suffer from low legislative levels, incomplete supporting measures, and ineffective enforcement and supervision mechanisms. In response, this paper innovatively suggests initiating improvements from top-level design to construct a multi-layered, three-dimensional legal safeguard system for educational equity; enhancing government responsibility fulfillment to ensure balanced educational investment; refining supervisory and evaluation mechanisms to boost legal enforcement; and strengthening the protection of special group rights by establishing personalized support systems. These improvement measures not only help address existing legal institutional deficiencies but also provide robust legal guarantees for promoting educational equity in China, laying a solid foundation for achieving educational modernization.
