摘 要
教育法律政策的实施对构建现代教育体系具有重要意义，随着我国教育改革不断深入，教育法律政策在执行过程中面临诸多障碍。为探究这些障碍并寻求有效对策，本研究基于文献分析、案例研究及问卷调查等方法，系统梳理了当前教育法律政策实施中的主要问题。研究发现，政策解读偏差、执行主体能力不足、监督机制不健全、社会参与度低是影响政策实施效果的关键因素。通过对比分析不同地区和学校的实践情况，提出应加强政策宣传培训，提升教育管理者与教师的专业素养，完善监督评估体系，鼓励多元主体参与治理。本研究创新性地构建了“四位一体”的教育法律政策实施保障框架，即政策理解-能力建设-监督评估-社会参与，为优化教育法律政策实施路径提供了理论依据和实践指导，有助于推动教育法治化进程，促进教育公平与质量提升，为相关政策制定者提供参考借鉴。

Abstract
The implementation of educational legal policies plays a crucial role in constructing a modern education system. As China's education reform continues to deepen, numerous obstacles have emerged during the execution of these policies. To explore these challenges and identify effective solutions, this study employs methods such as literature analysis, case studies, and surveys to systematically examine the primary issues encountered in the current implementation of educational legal policies. The research reveals that key factors affecting policy implementation outcomes include misinterpretation of policies, inadequate capabilities of implementing entities, an imperfect supervision mechanism, and low levels of social participation. By comparing and analyzing practices across different regions and schools, it is proposed that efforts should focus on enhancing policy promotion and training, improving the professional competence of educational administrators and teachers, refining supervisory and evaluation systems, and encouraging multi-stakeholder involvement in governance. Innovatively, this study constructs a "four-in-one" fr amework for ensuring the implementation of educational legal policies, encompassing policy understanding, capacity building, supervision and evaluation, and social participation. This fr amework provides theoretical foundations and practical guidance for optimizing the pathways of educational legal policy implementation, contributing to the advancement of educational legalization, promoting educational equity and quality improvement, and offering valuable references for policymakers.
