摘    要

  随着社会的发展,特殊群体在教育领域面临的权益保障问题日益凸显,成为亟待解决的社会议题。本研究聚焦于教育法律政策中的特殊群体保护问题与对策,旨在通过系统梳理现行法律法规及政策文件,分析特殊群体在受教育权方面存在的主要障碍及其成因。通过对全国范围内不同地区、不同类型学校进行问卷调查和实地访谈,收集一手数据资料,结合文献研究法、比较研究法等方法,深入剖析特殊群体在入学机会、教育资源分配、校园环境适应等方面面临的现实困境。研究发现,当前我国教育法律政策虽已初步构建起特殊群体保护框架,但在具体实施过程中仍存在政策衔接不畅、执行力度不足等问题。为此,本研究提出完善立法体系、强化监督机制、优化资源配置等一系列具有针对性的对策建议,以期为构建更加公平包容的教育环境提供理论支持与实践指导。本研究创新性地将特殊群体保护置于教育法律政策的整体框架下进行考察,不仅丰富了相关领域的学术研究,更为政府决策部门提供了科学依据,对推动我国教育法治化进程具有重要意义。

Abstract 
  As society develops, the issue of rights protection for special groups in the field of education has become increasingly prominent, emerging as a pressing social concern. This study focuses on the issues and countermeasures concerning the protection of special groups within educational legal policies. It aims to systematically review existing laws and policy documents to analyze the primary obstacles and their causes regarding the right to education for these groups. By conducting surveys and field interviews across different regions and types of schools nationwide, this research collects primary data and employs methods such as literature review and comparative analysis to thoroughly examine the practical challenges faced by special groups in areas like access to education, resource allocation, and adaptation to the school environment. The findings indicate that while China's current educational legal policies have preliminarily established a fr amework for protecting special groups, there are still issues during implementation, such as poor policy coordination and insufficient enforcement. To address these problems, this study proposes a series of targeted countermeasures, including improving the legislative system, strengthening supervisory mechanisms, and optimizing resource allocation, aiming to provide theoretical support and practical guidance for building a more equitable and inclusive educational environment. Innovatively, this study examines the protection of special groups within the overall fr amework of educational legal policies, not only enriching academic research in related fields but also providing scientific evidence for government decision-making departments, which is of great significance for advancing the rule of law in China's education system.
