摘 要
随着工业化进程加速，环境问题日益严峻，企业作为主要经济活动主体，在环境保护中承担着不可替代的责任。本文旨在探讨环境保护法律框架下企业的责任问题与应对策略，通过文献研究、案例分析及比较法研究等方法，系统梳理国内外相关法律法规，剖析现行制度存在的不足。研究表明，当前我国企业在环境治理方面存在主体责任落实不到位、违法成本低、监督机制不健全等问题。针对上述问题，本文提出完善立法体系，明确企业环境法律责任边界；构建多元共治格局，强化政府监管职能，发挥社会组织和公众监督作用；创新激励机制，引导企业主动履行环保义务；加强环境信息披露，提高企业环境行为透明度。研究发现，建立科学合理的责任分担机制是解决企业环境责任缺失的关键，而构建以法治为基础、多方参与的治理体系则是实现可持续发展的有效路径，为相关政策制定提供了理论依据和实践参考。

Abstract
As industrialization accelerates, environmental issues have become increasingly severe, and enterprises, as primary economic entities, bear irreplaceable responsibilities in environmental protection. This study aims to explore the responsibilities and coping strategies of enterprises under the fr amework of environmental protection laws. Through literature review, case analysis, and comparative legal studies, this paper systematically examines relevant domestic and international regulations and analyzes deficiencies in current systems. Research findings indicate that Chinese enterprises currently face challenges such as inadequate implementation of primary responsibilities for environmental governance, low costs of non-compliance, and imperfect supervision mechanisms. In response to these issues, this paper proposes improving the legislative system to clarify the boundaries of corporate environmental legal liabilities; establishing a multi-stakeholder governance model to strengthen governmental regulatory functions and leverage the supervisory roles of social organizations and the public; innovating incentive mechanisms to encourage proactive corporate fulfillment of environmental obligations; and enhancing environmental information disclosure to increase transparency in corporate environmental practices. The study concludes that establishing a scientifically sound and reasonable responsibility-sharing mechanism is crucial for addressing deficiencies in corporate environmental responsibility, while constructing a governance system based on rule of law and involving multiple stakeholders is an effective path towards sustainable development, providing theoretical foundations and practical references for policy formulation.
