摘 要
随着市场经济的快速发展，垄断行为对市场竞争秩序的破坏日益凸显，反垄断执法成为维护市场公平竞争的关键举措。本研究聚焦反垄断执法中的挑战与改进策略，旨在深入剖析当前反垄断执法面临的困境并提出切实可行的优化路径。通过对国内外相关文献的系统梳理以及对典型反垄断案例的深入分析，结合实地调研获取的一手数据，研究发现反垄断执法存在法律法规不够完善、执法机构权力有限、专业人才匮乏等挑战。针对这些问题，创新性地提出构建综合性的反垄断法律体系，明确细化各类垄断行为的界定标准；增强执法机构独立性和权威性，赋予其更广泛的调查权和处罚权；加强人才培养与引进，建立专业的反垄断执法队伍；利用大数据、人工智能等新兴技术提升执法效率与精准度。本研究不仅为解决反垄断执法难题提供了理论依据，也为相关政策制定者优化反垄断执法机制提供了重要参考，有助于推动形成更加公平有序的市场竞争环境。

Abstract
With the rapid development of the market economy, the detrimental effects of monopolistic behaviors on market competition order have become increasingly prominent, making antimonopoly enforcement a critical measure to uphold fair competition. This study focuses on the challenges and improvement strategies in antimonopoly enforcement, aiming to thoroughly analyze the current predicaments faced by antimonopoly enforcement and propose practical optimization paths. By systematically reviewing relevant domestic and international literature and conducting an in-depth analysis of typical antimonopoly cases, combined with primary data obtained from field research, it is found that antimonopoly enforcement faces challenges such as inadequate laws and regulations, limited power of enforcement agencies, and a scarcity of specialized talent. In response to these issues, this study innovatively proposes constructing a comprehensive antimonopoly legal system with clearly defined criteria for various monopolistic behaviors; enhancing the independence and authority of enforcement agencies by granting them broader investigative and punitive powers; strengthening talent cultivation and recruitment to establish a professional antimonopoly enforcement team; and utilizing emerging technologies such as big data and artificial intelligence to improve enforcement efficiency and accuracy. This research not only provides theoretical support for addressing antimonopoly enforcement challenges but also offers significant references for policy makers to optimize antimonopoly enforcement mechanisms, contributing to the formation of a more equitable and orderly market competition environment.
