摘 要
随着市场经济的快速发展，反垄断法律实施成为维护市场公平竞争秩序的关键环节。本研究聚焦于反垄断法律实施中的市场竞争问题，旨在深入剖析当前我国反垄断执法面临的挑战与机遇，探索有效的应对策略。通过对国内外相关文献的系统梳理，结合对典型反垄断案例的实证分析，研究发现我国反垄断法律在执行过程中存在制度衔接不畅、执法标准模糊、企业合规意识薄弱等问题。为此，本文提出构建多层次协同监管体系，强化部门间信息共享与协作机制，明确细化执法标准，加强企业合规培训等对策建议。研究创新性地引入了国际比较视角，对比分析不同法系国家的成功经验，为完善我国反垄断法律制度提供参考借鉴。同时，通过构建量化评估模型，对反垄断执法效果进行动态监测，确保政策的有效性和适应性。本研究不仅丰富了反垄断法学理论，更为我国市场监管部门提供了具有可操作性的实践指导，对于推动建立更加公平、透明、高效的市场环境具有重要意义。

Abstract
With the rapid development of the market economy, the implementation of antimonopoly laws has become a critical component in maintaining fair competition order. This study focuses on competition issues within the context of antimonopoly law enforcement, aiming to thoroughly analyze the challenges and opportunities faced by antimonopoly enforcement in China today and to explore effective strategies for addressing these issues. By systematically reviewing relevant domestic and international literature and conducting empirical analysis of typical antimonopoly cases, this research identifies problems such as inadequate institutional coordination, ambiguous enforcement standards, and weak corporate compliance awareness during the execution of antimonopoly laws in China. To address these issues, this paper proposes establishing a multi-level collaborative supervision system, enhancing inter-departmental information sharing and cooperation mechanisms, clarifying and refining enforcement criteria, and strengthening corporate compliance training. Innovatively, this study incorporates an international comparative perspective, comparing and analyzing successful experiences from different legal systems to provide reference for improving China's antimonopoly legal system. Additionally, by constructing a quantitative evaluation model, this study dynamically monitors the effectiveness of antimonopoly enforcement to ensure policy efficacy and adaptability. This research not only enriches the theoretical fr amework of antimonopoly law but also offers practical guidance with operational feasibility for China’s market regulation authorities, contributing significantly to the establishment of a more equitable, transparent, and efficient market environment.
