摘 要
随着全球化进程加速，跨国企业垄断行为日益复杂化，给各国反垄断执法带来严峻挑战。本文旨在探讨反垄断法律实施中的国际合作问题并提出相应对策，通过文献研究、案例分析与比较法研究相结合的方法，系统梳理了当前国际反垄断合作的现状、困境及成因。研究发现，现有国际合作机制存在协调性不足、信息共享不畅、执法标准差异等问题，影响了全球反垄断治理效能。本文创新性地提出了构建多层次、多主体参与的国际合作框架，强调通过完善双边与多边协议、建立常态化的信息交流平台、统一核心执法原则等方式，提升国际反垄断合作的有效性。同时，建议加强发展中国家在国际规则制定中的话语权，推动形成更加公平合理的全球反垄断治理体系。本研究不仅为深化国际反垄断合作提供了理论依据，也为各国完善国内反垄断立法和执法实践提供了有益参考，对维护全球市场竞争秩序具有重要现实意义。

Abstract
As globalization accelerates, the monopolistic behaviors of transnational corporations have become increasingly complex, posing significant challenges to antitrust enforcement in various countries. This paper aims to explore the issues of international cooperation in the implementation of antitrust laws and propose corresponding strategies. By integrating literature review, case analysis, and comparative legal studies, this research systematically examines the current status, difficulties, and causes of international antitrust cooperation. The findings reveal that existing international cooperation mechanisms suffer from insufficient coordination, inadequate information sharing, and discrepancies in enforcement standards, all of which undermine the effectiveness of global antitrust governance. Innovatively, this paper proposes the establishment of a multi-level, multi-stakeholder international cooperation fr amework, emphasizing the improvement of bilateral and multilateral agreements, the creation of regular information exchange platforms, and the unification of core enforcement principles to enhance the effectiveness of international antitrust cooperation. Additionally, it recommends strengthening the voice of developing countries in the formulation of international rules to promote a more equitable and reasonable global antitrust governance system. This study not only provides theoretical support for deepening international antitrust cooperation but also offers valuable references for countries to refine their domestic antitrust legislation and enforcement practices, thereby playing a crucial role in maintaining global market competition order.
