摘 要
社区防灾减灾是保障居民生命财产安全的重要环节，社会工作应急响应机制在其中发挥着不可替代的作用。随着自然灾害和突发事件频发，传统应急管理面临诸多挑战，亟需构建科学有效的社会工作应急响应体系。本研究旨在探讨社区防灾减灾中社会工作应急响应机制的构建路径及其有效性，通过文献分析、案例研究与实地调研相结合的方法，深入剖析国内外相关实践经验，总结出一套适用于中国国情的社区防灾减灾社会工作应急响应模式。研究表明，该机制能够有效整合社区资源，提升居民防灾意识与自救能力，促进多方协作联动，形成全方位、多层次的应急管理体系。

Abstract
Community disaster prevention and mitigation is an important link to ensure the safety of residents' lives and property, and the social work emergency response mechanism plays an irreplaceable role. With the frequent occurrence of natural disasters and emergencies, the traditional emergency management is facing many challenges, so it is urgent to build a scientific and effective social work emergency response system. This study aims to explore the community of disaster prevention and mitigation in the construction path and its effectiveness, through the combination of literature analysis, case study and field research method, deeply analyze the relevant practical experience at home and abroad, summarizes a set of suitable for Chinese community disaster prevention and mitigation of social work emergency response mode. The research shows that this mechanism can effectively integrate community resources, improve residents' awareness of disaster prevention and self-rescue ability, promote multi-party cooperation and linkage, and form an all-round and multi-level emergency management system.
