摘 要
在深化行政体制改革与推进国家治理现代化背景下，服务型政府理念逐渐成为政府职能转变的核心方向。本文旨在系统梳理服务型政府理念的历史演进与理论内涵，结合新时代公共治理需求，拓展其价值维度与实践路径。通过文献分析与比较研究，揭示传统服务型政府理论在回应性、参与性和协同性方面的不足，提出以“人民中心”为根本导向的新型服务型政府建设框架。研究强调数字治理、多元共治与制度创新的融合机制，构建了涵盖理念重塑、结构优化与技术赋能的综合实现路径。结果表明，该模型有效提升了公共服务效能与公众满意度。本研究的创新在于将治理理论与政府转型实践相结合，提出了更具时代适应性的服务型政府理论体系与实施策略，为推动政府治理体系和治理能力现代化提供了新的理论支撑与实践指导。

Abstract
Under the background of deepening administrative reform and advancing the modernization of national governance, the concept of a service-oriented government has gradually become the core direction for transforming governmental functions. This paper aims to systematically review the historical evolution and theoretical connotations of the service-oriented government paradigm, and to expand its value dimensions and practical pathways in response to the demands of contemporary public governance. Through literature analysis and comparative research, this study identifies the limitations of traditional theories of service-oriented government in terms of responsiveness, participation, and collaboration, and proposes a new fr amework for building a people-centered service-oriented government. The research emphasizes an integrative mechanism combining digital governance, multi-stakeholder co-governance, and institutional innovation, constructing a comprehensive approach that encompasses ideological renewal, structural optimization, and technological empowerment. Empirical results indicate that this model effectively enhances public service efficiency and citizen satisfaction. The innovation of this study lies in integrating governance theory with practical experiences of governmental transformation, thereby developing a more contextually adaptive theoretical fr amework and implementation strategies for the service-oriented government, offering new theoretical support and practical guidance for advancing the modernization of governmental governance systems and capabilities.
