摘 要
在公共政策制定过程中，多元利益冲突日益凸显，成为影响政策科学性与合法性的关键因素。本研究旨在构建一套有效的多元利益整合机制，以提升政策决策的公平性与效率。通过综合运用文献分析、案例研究与比较分析法，系统梳理国内外利益整合实践模式，结合我国社会治理实际，提出“三维一体”动态整合框架，即主体协同、程序规范与制度保障三维度有机联动。研究发现，该机制能够有效平衡不同群体诉求，增强政策包容性，并在多个试点领域取得良好应用效果。创新性体现在突破传统单向博弈思维，强调互动协商与制度弹性相结合，为现代公共治理提供了新的理论视角与操作路径。结论认为，建立科学的利益整合机制是推进国家治理体系和治理能力现代化的重要支撑，具有显著的理论价值与实践意义。

Abstract
In the process of public policy formulation, multi-interest conflicts have become increasingly prominent, emerging as a key factor influencing the scientific rigor and legitimacy of policies. This study aims to construct an effective mechanism for integrating multiple interests to enhance the fairness and efficiency of policy decision-making. By employing integrated methods—including literature analysis, case studies, and comparative analysis—the research systematically reviews both domestic and international practices of interest integration and, in light of China's specific context of social governance, proposes a "three-dimensional integration" fr amework characterized by the organic coordination of three dimensions: stakeholder collaboration, procedural standardization, and institutional support. Findings reveal that this mechanism can effectively balance diverse group demands, improve policy inclusiveness, and achieve positive outcomes across multiple pilot areas. The innovation lies in moving beyond traditional one-dimensional game-theoretic thinking, emphasizing instead the combination of interactive deliberation and institutional flexibility, thus offering a new theoretical perspective and operational pathway for contemporary public governance. The study concludes that establishing a scientifically designed interest integration mechanism serves as a crucial underpinning for advancing the modernization of national governance systems and capabilities, holding significant theoretical value and practical implications.
