摘 要
在全球化和城市化进程加速的背景下，突发公共卫生事件频发对传统应急管理体系提出了严峻挑战。本研究旨在探索适应新时代需求的公共卫生应急管理体系创新路径，以提升应对复杂卫生危机的能力。通过文献分析、案例研究及系统动力学建模等方法，研究梳理了现有体系的不足，并提出基于多主体协同与数字化技术融合的新型管理模式。研究表明，强化跨部门协作机制、优化信息共享平台以及引入人工智能辅助决策可显著提高应急管理效率。研究进一步验证了“智慧应急”模式在资源调配、风险预警及公众沟通中的有效性。主要贡献在于构建了兼具灵活性与韧性的应急管理框架，为政策制定者提供了实践参考，同时为未来相关领域的理论发展奠定了基础。这一创新方案有望成为推动全球公共卫生治理体系现代化的重要工具。

Abstract
In the context of accelerating globalization and urbanization, the frequent occurrence of public health emergencies has posed severe challenges to traditional emergency management systems. This study aims to explore innovative pathways for a public health emergency management system that adapts to the demands of a new era, thereby enhancing the capacity to respond to complex health crises. By employing methods such as literature analysis, case studies, and system dynamics modeling, this research identifies deficiencies in existing systems and proposes a novel management model integrating multi-agent collaboration with digital technology. The findings indicate that strengthening interdepartmental cooperation mechanisms, optimizing information-sharing platforms, and incorporating artificial intelligence-assisted decision-making can significantly improve the efficiency of emergency management. Furthermore, the study validates the effectiveness of the “smart emergency” model in resource allocation, risk prediction, and public communication. A key contribution lies in the construction of an emergency management fr amework that combines flexibility with resilience, providing practical references for policymakers while laying the foundation for theoretical advancements in related fields. This innovative approach is expected to serve as a critical tool for advancing the modernization of global public health governance systems.
