摘 要
行政决策透明化是现代治理体系建设的重要组成部分，公众参与作为其中的关键环节，对提升决策科学性和民主性具有重要意义。本研究以行政决策透明化过程中的公众参与为切入点，旨在探索优化公众参与路径的有效策略。通过文献分析、案例研究与问卷调查相结合的方法，系统考察了当前公众参与的现状、问题及影响因素，并提出了针对性的改进措施。研究发现，当前公众参与存在信息不对称、参与渠道有限以及反馈机制不完善等问题，这些问题在一定程度上制约了公众参与的效果。为此，本研究提出构建多层次的信息公开体系、拓展多元化的参与渠道以及完善参与反馈机制等创新路径。这些路径不仅能够有效缓解现有问题，还能够显著增强公众参与的积极性和有效性。本研究的主要贡献在于，首次从系统视角剖析了公众参与的内在逻辑，并提出了具有可操作性的优化框架，为推动行政决策透明化提供了理论支持与实践指导。

Abstract
The transparency of administrative decision-making is a crucial component of modern governance system construction, and public participation, as a key link in this process, plays a significant role in enhancing the scientificity and democracy of decision-making. This study focuses on public participation in the context of administrative decision-making transparency, aiming to explore effective strategies for optimizing participation pathways. By integrating literature analysis, case studies, and questionnaire surveys, the research systematically examines the current status, issues, and influencing factors of public participation, while proposing targeted improvement measures. The findings reveal that public participation is currently constrained by problems such as information asymmetry, limited channels for participation, and an imperfect feedback mechanism, all of which hinder the effectiveness of public engagement to some extent. In response, this study proposes innovative approaches, including the establishment of a multi-level information disclosure system, the expansion of diversified participation channels, and the refinement of participation feedback mechanisms. These approaches not only effectively alleviate existing challenges but also significantly enhance the enthusiasm and efficacy of public participation. A primary contribution of this study lies in its systematic dissection of the intrinsic logic of public participation, along with the introduction of an operational optimization fr amework, thereby providing theoretical support and practical guidance for advancing the transparency of administrative decision-making.
