摘 要
随着信息技术的迅猛发展，消费者个人信息泄露事件频发，严重威胁个人权益和社会稳定。本研究聚焦于我国消费者个人信息保护法律执行中的问题与解决路径，旨在通过系统分析现行法律法规在实际执行过程中存在的不足，探索切实可行的改进方案。通过对国内相关案例的深入剖析、对执法机构的实地调研以及对国际经验的借鉴，发现当前主要存在立法衔接不畅、执法资源匮乏、公众意识淡薄等问题。研究表明，完善立法体系是根本，应构建统一协调的法律框架；强化执法能力是关键，需增加专业人员配置和专项经费投入；提升社会认知是基础，要广泛开展宣传教育活动。创新之处在于首次将多学科视角融入研究框架，结合法学、管理学等理论提出综合性解决方案，并引入大数据分析技术评估政策效果。本研究为加强我国消费者个人信息保护提供了理论依据和实践指导，对推动相关领域法治建设具有重要参考价值。

Abstract
With the rapid development of information technology, frequent occurrences of consumer personal information breaches have posed serious threats to individual rights and social stability. This study focuses on issues and solutions in the enforcement of consumer personal information protection laws in China, aiming to systematically analyze deficiencies in current legal fr ameworks during practical implementation and explore feasible improvement strategies. Through an in-depth analysis of domestic cases, field research with law enforcement agencies, and借鉴 international experiences, it is found that the main existing problems include inadequate legislative coordination, scarce enforcement resources, and insufficient public awareness. The research indicates that perfecting the legislative system is fundamental, requiring the establishment of a unified and coordinated legal fr amework; enhancing enforcement capabilities is crucial, necessitating increased allocation of specialized personnel and dedicated funding; and improving societal cognition is essential, calling for extensive public education and promotional activities. An innovative aspect of this study lies in its integration of multidisciplinary perspectives into the research fr amework, combining theories from jurisprudence, management, and other disciplines to propose comprehensive solutions, while introducing big data analysis techniques to evaluate policy effectiveness. This study provides theoretical foundations and practical guidance for strengthening consumer personal information protection in China and offers significant reference value for advancing the rule of law in relevant fields.
