摘 要
随着互联网技术的迅猛发展，网络谣言传播速度快、范围广、影响深，严重扰乱社会秩序，危害国家安全和公众利益，亟需有效的法律规制。本研究旨在探讨网络谣言法律规制中的挑战与对策，以期为构建完善的网络谣言治理体系提供理论支持和实践指导。通过文献分析法梳理国内外相关研究成果，运用案例分析法剖析典型网络谣言事件及其应对措施，结合比较研究法借鉴国外先进经验。研究发现，当前我国网络谣言法律规制面临法律法规不健全、监管机制不完善、技术手段滞后等挑战。为此提出建立健全法律法规体系，明确界定网络谣言概念和法律责任；创新监管模式，建立多部门协同治理机制；提升技术水平，利用大数据、人工智能等技术实现精准监测和预警；加强公民媒介素养教育，提高公众辨别能力和自律意识等对策。本研究不仅丰富了网络谣言治理领域的理论成果，还为政府相关部门制定政策提供了科学依据，在理论与实践方面均具有重要意义。

Abstract
With the rapid development of Internet technology, online rumors spread at an unprecedented speed, covering extensive areas and exerting profound impacts, which seriously disrupt social order, threaten national security, and harm public interests, thus necessitating effective legal regulation. This study aims to explore the challenges and countermeasures in the legal regulation of online rumors to provide theoretical support and practical guidance for constructing a comprehensive governance system for online rumors. By employing literature analysis to review relevant research findings both domestically and internationally, case analysis to dissect typical online rumor events and their responses, and comparative studies to draw on advanced international experiences, this research reveals that China currently faces challenges such as an incomplete legal fr amework, an imperfect supervision mechanism, and lagging technological means in the legal regulation of online rumors. To address these issues, it is proposed to establish and improve the legal system by clearly defining the concept of online rumors and associated legal responsibilities; innovate regulatory models by establishing a multi-department collaborative governance mechanism; enhance technical capabilities by utilizing big data, artificial intelligence, and other technologies to achieve precise monitoring and early warning; and strengthen civic media literacy education to improve the public's ability to discern information and self-discipline awareness. This study not only enriches theoretical achievements in the field of online rumor governance but also provides a scientific basis for policy-making by relevant government departments, holding significant implications both theoretically and practically.
