摘 要
未成年人法律保护体系构建是现代社会法治建设的重要组成部分，随着社会环境变化和未成年人权益问题日益凸显，完善其法律保护体系迫在眉睫。本研究旨在深入剖析未成年人法律保护体系构建中的现存问题并提出有效对策，通过文献研究法、案例分析法与比较研究法相结合的方式展开探讨。研究发现我国未成年人法律保护存在法律法规体系不够健全，部分规定缺乏可操作性；家庭、学校、社会协同保护机制不完善，各方责任界定模糊；司法保护专业性不足，专门机构和人员配置欠缺等问题。针对上述问题提出建立健全法律法规体系，细化相关条款以增强可操作性；强化家庭、学校、社会协同保护机制，明确各方职责，加强沟通协作；提升司法保护专业性，建立专门机构，培养专业人员等对策。本研究创新点在于综合多方面因素进行系统性研究，不仅从法律层面还从社会协同角度出发，为未成年人法律保护体系构建提供全面的理论依据与实践指导，对促进未成年人健康成长具有重要意义。

Abstract
The construction of a legal protection system for minors is an integral component of modern society's legal fr amework. As social environments evolve and issues concerning minors' rights become increasingly prominent, it is imperative to improve the legal protection system. This study aims to thoroughly analyze existing problems within the construction of the legal protection system for minors and propose effective strategies. By employing a combination of literature review, case analysis, and comparative research methods, this study identifies several critical issues in China’s legal protection for minors. These include an insufficiently robust legal fr amework with some provisions lacking operational feasibility; inadequate collaborative protection mechanisms among families, schools, and society, leading to ambiguous delineation of responsibilities; and insufficient professionalism in judicial protection due to a lack of specialized institutions and personnel. To address these challenges, this study recommends establishing and improving the legal fr amework by refining relevant clauses to enhance operational feasibility; strengthening collaborative protection mechanisms among families, schools, and society by clarifying responsibilities and enhancing communication and cooperation; and improving the professionalism of judicial protection through the establishment of specialized institutions and the cultivation of professional personnel. The innovation of this study lies in its systematic examination of multiple factors, addressing not only the legal aspects but also the collaborative efforts from societal perspectives, thereby providing comprehensive theoretical foundations and practical guidance for the construction of a legal protection system for minors, which is of significant importance for promoting their healthy growth.
