摘 要
环境法律执行作为环境保护的重要环节，在当前生态文明建设背景下具有重要意义。随着我国经济快速发展，环境问题日益凸显，环境法律体系不断完善，但执行过程中仍面临诸多困境，为探究其成因并寻求解决之道，本研究以环境法律执行中的困境与对策为研究对象，旨在提高环境法律执行的有效性。通过文献分析法梳理国内外相关研究成果，明确研究起点；运用案例分析法选取典型地区和事件进行深入剖析，总结经验教训；借助访谈法获取一线执法人员的真实反馈，确保研究的针对性和实用性。研究发现，环境法律执行存在执法主体多元导致权责不清、公众参与度低影响监督效果、配套措施不健全制约执行力度等困境。针对上述问题提出构建统一协调的执法体制、强化公众参与机制、完善配套政策措施等对策建议，创新之处在于从系统视角出发，将环境法律执行视为一个整体工程，强调各要素间的协同作用，为提升环境法律执行效能提供理论参考和实践指导，对推动我国环境法治进程具有重要价值。

Abstract
Environmental law enforcement, as a critical component of environmental protection, holds significant importance in the context of current ecological civilization construction. With China's rapid economic development, environmental issues have become increasingly prominent, and the environmental legal system has been continuously improved. However, numerous challenges remain in the enforcement process. To explore the causes of these challenges and seek solutions, this study focuses on the difficulties and countermeasures in environmental law enforcement, aiming to enhance its effectiveness. By employing literature analysis, this research reviews relevant studies both domestically and internationally to establish a clear starting point. Case analysis is used to select typical regions and events for in-depth examination, summarizing lessons learned. Interviews with frontline law enforcement personnel provide genuine feedback, ensuring the relevance and practicality of the research. The findings indicate that environmental law enforcement faces challenges such as unclear responsibilities due to multiple enforcement entities, low public participation affecting supervision outcomes, and inadequate supporting measures constraining enforcement strength. In response to these issues, this study proposes establishing a unified and coordinated enforcement system, strengthening public participation mechanisms, and improving supporting policies. The innovation lies in adopting a systemic perspective, treating environmental law enforcement as an integrated project, and emphasizing the synergistic effects among various elements. This provides theoretical references and practical guidance for enhancing the efficiency of environmental law enforcement, contributing significantly to the advancement of environmental rule of law in China.
