摘 要
本文围绕行政程序法的实施与完善展开深入探讨。介绍了研究背景与意义，指出行政程序法对于规范行政权力运行、保障公民和企业权益的重要性。通过对国内外研究现状的梳理，明确了研究目的与内容，即分析当前行政程序法的实施情况并提出完善建议。文中详细阐述了行政程序法的实施情况，包括普及、宣传、执行和监督等方面。针对实施中存在的问题，本文提出了多项完善建议。通过强化行政程序的透明度，完善政府信息公开制度，加强行政决策过程的透明度，以提升公众对行政行为的信任度。优化行政程序的设计，简化行政程序，提高行政效率，同时引入信息化手段，推动电子政务发展，以适应现代社会信息化发展的需求。加强行政程序的监督与救济，建立完善的行政程序监督机制，拓宽行政程序违法的救济途径，以确保行政程序法的有效实施。本文还强调了借鉴国际经验的重要性，提出学习国际先进的行政程序法立法经验，积极参与国际行政程序法交流与合作，以推动我国行政程序法与国际接轨。预期完善后的行政程序法将提升行政机关依法行使权力的能力，更好保障公民和企业的合法权益，显著提高行政效率和服务质量，并提升行政程序法的国际影响力。

Abstract
This paper focuses on the implementation and improvement of administrative procedure law. This paper introduces the research background and significance, and points out the importance of administrative procedure law in regulating the operation of administrative power and protecting the rights and interests of citizens and enterprises. By combing the research status at home and abroad, the purpose and content of the research are clarified, that is, the implementation of the current administrative procedure law is analyzed and suggestions for improvement are put forward. The article elaborates the implementation of the administrative procedure Law, including popularization, publicity, execution and supervision. In view of the problems existing in the implementation, this paper puts forward a number of suggestions for improvement. By strengthening the transparency of administrative procedures, improving the government information disclosure system, and strengthening the transparency of administrative decision-making process, the public's trust in administrative acts will be enhanced. Optimize the design of administrative procedures, simplify administrative procedures, improve administrative efficiency, and introduce information means to promote the development of e-government, so as to meet the needs of the development of modern society information. Strengthen the supervision and relief of administrative procedures, establish a sound supervision mechanism of administrative procedures, broaden the relief of illegal administrative procedures, in order to ensure the effective implementation of administrative procedure Law. This paper also emphasizes the importance of learning from international experience, puts forward to study the international advanced experience of the legislation of administrative procedure law, actively participate in the international exchange and cooperation of administrative procedure law, in order to promote our country's administrative procedure law and international standards.
