摘 要
随着信息技术的迅猛发展和城市化进程的加快，智慧城市建设已成为推动社会高质量发展的重要方向。与此同时，人口老龄化问题日益严峻，传统养老模式面临服务能力不足、资源配置不均等挑战，亟需构建更加高效、智能的城市养老服务体系。本研究立足智慧城市背景，旨在探索融合现代信息技术与养老服务资源的智慧养老体系构建路径，以提升城市养老服务的精准性与可及性。通过文献分析、案例研究与系统综述相结合的方法，本文梳理了国内外智慧养老的发展现状与实践经验，识别出当前体系建设中存在的关键问题，并基于多源数据整合与信息协同的理念，提出技术—服务—管理三位一体的城市智慧养老服务体系框架。研究进一步结合典型城市的试点实践，验证该体系在提升服务响应效率、优化资源配置以及增强老年人生活质量方面的实际效果。结果表明，依托物联网、大数据和人工智能等新兴技术，能够有效实现养老服务供需精准对接，促进跨部门协作机制的建立，提升整体服务效能。关键词：智慧城市，智慧养老，信息技术，服务体系，数据驱动
ABSTRACT
With the rapid advancement of information technology and urbanization, smart city construction has become a key driver for high-quality social development. However, the aging population is becoming increasingly severe, and traditional elderly care models face challenges such as insufficient service capacity and uneven resource distribution. There is an urgent need to develop a more efficient and intelligent urban elderly care service system. This study, set within the context of smart cities, aims to explore the construction path of a smart elderly care system that integrates modern information technology with elderly care resources, to enhance the precision and accessibility of urban elderly care services. By combining literature analysis, case studies, and systematic reviews, this paper reviews the current status and practical experiences of smart elderly care both domestically and internationally, identifies key issues in the current system construction, and proposes a 'technology—service—management' integrated fr amework for an urban smart elderly care service system based on the concept of multi-source data integration and information collaboration. The study further combines pilot practices from typical cities to verify the actual effects of this system in improving service response efficiency, optimizing resource allocation, and enhancing the quality of life for the elderly. The results show that by leveraging emerging technologies such as the Internet of Things, big data, and artificial intelligence, it is possible to effectively achieve precise matching between the supply and demand of elderly care services, promote the establishment of cross-departmental collaboration mechanisms, and enhance overall service efficiency.
