公共养老机构运营模式创新研究 -公共事业管理专业

摘要

随着人口老龄化加剧，公共养老机构面临运营压力增大、资源分配不均和服务质量参差不齐等问题，亟需通过模式创新提升其可持续发展能力。本研究以公共养老机构为对象，旨在探索适应新时代需求的运营模式创新路径。研究采用文献分析与案例研究相结合的方法，选取国内具有代表性的养老机构进行深入剖析，并结合国际先进经验，构建了基于“政府引导、社会参与、市场运作”的三位一体运营模式框架。研究发现，通过优化资源配置、引入多元化服务主体以及强化科技赋能，能够显著提升养老机构的服务效率和用户满意度。此外，研究提出建立动态评估机制以确保创新模式的持续改进。本研究的创新点在于首次将共享经济理念融入公共养老机构运营，并提出了具体实施路径，为相关政策制定和实践操作提供了理论支持与参考依据，对推动我国养老服务体系建设具有重要意义。

Abstract

With the intensification of population aging, public elderly care institutions are facing increasing operational pressures, uneven resource distribution, and inconsistent service quality, necessitating mode innovation to enhance their sustainable development capabilities. This study focuses on public elderly care institutions, aiming to explore innovative operational model pathways that meet the demands of the new era. By integrating literature analysis with case studies, representative domestic elderly care institutions were selected for in-depth examination, while drawing on international advanced experiences to construct a tripartite operational model fr amework based on "government guidance, social participation, and market operation." The findings indicate that optimizing resource allocation, introducing diversified service entities, and strengthening technological empowerment can significantly improve the service efficiency and user satisfaction of elderly care institutions. Additionally, this study proposes establishing a dynamic evaluation mechanism to ensure continuous improvement of the innovative model. A key innovation of this research lies in its first integration of the sharing economy concept into the operation of public elderly care institutions, along with the proposal of specific implementation pathways, providing theoretical support and reference for relevant policy formulation and practical operations, which holds significant implications for advancing the construction of China's elderly care service system.
