摘 要
随着社会经济的快速发展和工程建设规模的不断扩大,工程造价管理面临着日益复杂的挑战。基于此背景,本文以价值工程理论为核心,探讨如何通过优化资源配置和功能分析实现工程造价的有效控制。研究旨在构建一套系统化的造价优化策略,以提升工程项目的价值与经济效益。为此,文章首先梳理了价值工程的基本原理及其在工程造价领域的应用现状,随后提出了结合功能评价、成本分析及方案优化的综合方法体系。通过选取典型工程项目作为案例,运用定量与定性相结合的研究方法,对不同阶段的造价影响因素进行深入剖析,并提出针对性的优化措施。研究结果表明,基于价值工程的优化策略能够显著降低工程成本,同时确保项目功能需求得到满足。此外,本文创新性地引入动态评估机制,将全生命周期理念融入造价管理过程,从而为决策者提供更为科学的参考依据。主要贡献在于建立了适用于复杂工程环境的造价优化框架,弥补了传统方法中静态分析的不足,为推动工程造价管理的精细化与智能化提供了新思路。

ABSTRACT
With the rapid development of socioeconomics and the continuous expansion of construction project scales, engineering cost management is facing increasingly complex challenges. Against this backdrop, this study focuses on value engineering theory to explore how optimized resource allocation and functional analysis can achieve effective control of engineering costs. The aim is to construct a systematic cost optimization strategy to enhance the value and economic benefits of engineering projects. To achieve this, the article first reviews the fundamental principles of value engineering and its current applications in the field of engineering cost management, followed by the proposal of an integrated methodology that combines functional evaluation, cost analysis, and scheme optimization. By selecting typical engineering projects as case studies, a research approach combining quantitative and qualitative methods is employed to conduct an in-depth analysis of cost-influencing factors at different stages, with targeted optimization measures subsequently proposed. The results indicate that optimization strategies based on value engineering can significantly reduce engineering costs while ensuring that project functional requirements are met. Additionally, this study innovatively introduces a dynamic assessment mechanism, integrating the concept of the entire lifecycle into the cost management process, thereby providing decision-makers with more scientifically grounded references. The primary contribution lies in establishing a cost optimization fr amework applicable to complex engineering environments, addressing the shortcomings of static analysis in traditional methods, and offering new insights for promoting the refinement and intelligence of engineering cost management.
