社会工作参与第三次分配的实践模式探索 -社会工作专业

摘要

随着共同富裕目标的提出，第三次分配在社会治理中的作用日益凸显，社会工作作为连接资源与需求的重要纽带，在促进社会公平和优化财富分配方面具有独特优势。本研究旨在探索社会工作参与第三次分配的有效实践模式，结合中国国情深入剖析社会工作在第三次分配中的角色定位与功能实现路径。社会工作可以通过搭建慈善平台、设计精准服务项目以及培育社区互助网络等方式，有效整合社会资源，提升分配效率与公平性。此外，研究还揭示了当前实践中存在的资源整合不足、专业能力欠缺及政策支持有限等问题，并提出了强化跨部门协作、完善激励机制及提升社会工作者专业化水平等对策建议。本研究的创新点在于首次将社会工作理论与第三次分配实践相结合，构建了“资源—服务—发展”三位一体的实践框架，为推动社会工作深度参与财富再分配提供了理论支撑与实践指导，对促进社会公平与共同富裕具有重要参考价值。

Exploring the Practice Model of Social Work Participation in the Third Distribution

Abstract

With the proposed goal of common prosperity, the role of the third distribution in social governance has become increasingly prominent. Social work, as an important link between resources and needs, has unique advantages in promoting social equity and optimizing wealth distribution. The purpose of this study is to explore the effective practice mode of social work participation in the third assignment, and to deeply analyze the role positioning and function realization path of social work in the third assignment combined with China's national conditions. Social work can effectively integrate social resources and improve distribution efficiency and fairness by building charity platforms, designing precise service projects and cultivating community mutual aid networks. In addition, the research also reveals the problems existing in the current practice such as insufficient resource integration, lack of professional ability and limited policy support, and puts forward countermeasures and suggestions to strengthen cross-departmental collaboration, improve incentive mechanism and enhance the professional level of social workers. The innovation of this study is that it combines social work theory with the third distribution practice for the first time, and constructs a three-in-one practice fr amework of "resource-service-development", which provides theoretical support and practical guidance for promoting social work's deep participation in wealth redistribution, and has important reference value for promoting social equity and common prosperity.
