社会救助制度转型中的社会工作功能拓展 -社会工作专业

摘要

随着社会救助制度从传统救济模式向现代化、专业化服务模式转型，社会工作在其中的功能拓展成为重要议题。本研究旨在探讨社会救助制度转型过程中社会工作的角色转变及其功能优化路径，以期为相关政策制定与实践提供理论支持。社会工作在社会救助中不仅承担传统的物质援助功能，还逐步扩展至心理支持、能力提升和社会融入等多维度服务，体现了其专业价值的独特性。然而，当前仍存在社会工作介入不足、资源整合有限以及专业能力待提升等问题。本研究创新性地提出了“社会工作嵌入式发展”框架，强调通过政策引导、资源协同和能力建设，推动社会工作与社会救助的深度融合。这一框架为社会救助制度转型提供了新的视角，也为社会工作功能的进一步拓展奠定了理论基础，对促进社会公平与和谐具有重要意义。

The Expansion of Social Work Functions in the Transformation of Social Assistance Systems

Abstract

With the transformation of social assistance system from traditional relief mode to modern and specialized service mode, the function expansion of social work has become an important issue. The purpose of this study is to explore the role change and function optimization path of social work in the process of social assistance system transformation, in order to provide theoretical support for relevant policy formulation and practice. In social assistance, social work not only undertakes the traditional function of material assistance, but also gradually expands to multi-dimensional services such as psychological support, ability improvement and social integration, which reflects the uniqueness of its professional value. However, there are still some problems such as insufficient social work intervention, limited resource integration and professional ability to be improved. This research innovatively puts forward the fr amework of "embedded development of social work", emphasizing the deep integration of social work and social assistance through policy guidance, resource coordination and capacity building. This fr amework provides a new perspective for the transformation of social assistance system, and also lays a theoretical foundation for the further expansion of social work function, which is of great significance for promoting social justice and harmony.
