地方政府在城市化进程中的土地管理策略
摘 要
基于中国快速城市化的背景，综合运用空间分析、政策文本解读和实地调研等手段，系统剖析了地方政府在土地管理中的实践模式及其影响因素。研究发现，地方政府在土地管理中逐渐形成了以规划引领、市场机制引入和生态保护为核心的多元化策略体系，这些策略不仅有效推动了城市空间结构的优化，还显著提升了土地利用效率和可持续发展水平。此外，本研究揭示了地方政府在土地管理中面临的制度约束和技术瓶颈，并提出通过完善法律法规、强化跨部门协作以及推广智慧化管理手段来提升土地管理效能的建议。

Land Management Strategies of Local Governments in the Process of Urbanization
Abstract
Based on the background of China's rapid urbanization, the practice mode of local governments and its influencing factors are systematically analyzed by means of spatial analysis, policy text interpretation and field research. The study found that local governments have gradually formed a diversified strategy system with planning guidance, market mechanism introduction and ecological protection as the core in land management. These strategies not only effectively promote the optimization of urban spatial structure, but also significantly improve the efficiency of land use and sustainable development level. In addition, this study reveals the institutional constraints and technical bottlenecks faced by local governments in land management, and puts forward suggestions to improve the efficiency of land management by improving laws and regulations, strengthening cross-department cooperation and promoting intelligent management means.
