摘 要
随着社会多元化发展，公共事业领域面临复杂挑战，非营利组织凭借独特优势在其中发挥着不可忽视的作用。本研究旨在深入探讨非营利组织在公共事业管理中的作用，基于此构建理论框架并提出实践建议。非营利组织能够有效弥补政府职能局限，在社区服务、环境保护、教育扶贫等众多公共事务中展现出灵活性、专业性和高效性，成为推动社会治理创新的重要力量。特别是在整合社会资源、激发公众参与意识方面成效显著。本研究创新性地提出了非营利组织与政府部门协同治理的新模式，强调二者间建立平等合作、资源共享的关系，为优化公共事业管理体系提供了新思路，对促进我国公共事业发展具有重要的理论价值和现实意义。

A Study on the Role of Nonprofit Organizations in Public Utility Management

Abstract
With the development of social diversification, the field of public utilities is facing complex challenges, and non-profit organizations play an important role in it with their unique advantages. The purpose of this study is to deeply explore the role of non-profit organizations in public utility management, build a theoretical fr amework and put forward practical suggestions based on this. Non-profit organizations can effectively make up for the limitations of government functions, and show flexibility, professionalism and efficiency in many public affairs such as community service, environmental protection, education and poverty alleviation, and become an important force to promote innovation in social governance. In particular, it has achieved remarkable results in integrating social resources and stimulating public awareness of participation. This study innovatively puts forward a new model of collaborative governance between non-profit organizations and government departments, emphasizing the relationship of equal cooperation and resource sharing between the two, which provides a new idea for optimizing the public utilities management system, and has important theoretical value and practical significance for promoting the development of public utilities in our country.
