化工园区水污染风险评估及应急响应机制研究

摘    要

  化工园区作为化工产业聚集区,其水污染风险备受关注。本研究旨在构建科学合理的化工园区水污染风险评估体系并完善应急响应机制,以期为化工园区水环境安全管理提供理论依据和技术支持。基于此目的,采用层次分析法确定评估指标权重,结合模糊综合评价法对某典型化工园区进行水污染风险评估,同时运用情景模拟法构建应急响应机制。结果表明,该化工园区水污染风险主要来源于生产过程中的废水排放以及事故性泄漏,其中高风险企业集中在特定区域,且不同季节风险程度有所差异;所构建的应急响应机制能够有效应对突发水污染事件,在事故发生后的短时间内实现快速反应、资源调配和污染控制。

Abstract 
  As a cluster area of the chemical industry, the water pollution risk of the chemical industry park has attracted much attention. This study aims to build a scientific and reasonable water pollution risk assessment system in chemical park and improve the emergency response mechanism, in order to provide theoretical basis and technical support for water environment safety management in chemical park. Based on this purpose, the hierarchical analysis method is adopted to determine the weight of the evaluation index, which evaluates the water pollution risk of a typical chemical industry park combined with the fuzzy comprehensive evaluation method, and uses the scenario simulation method to construct the emergency response mechanism. The results show that the risk of water pollution in the chemical industry park mainly comes from the wastewater discharge and accident leakage in the production process, in which the high-risk enterprises are concentrated in specific areas and the risk degree varies in different seasons; the emergency response mechanism can effectively respond to sudden water pollution events and realize rapid response, resource allocation and pollution control in a short time after the accident.
