摘 要
随着全球化进程加速，移民现象日益普遍，各国纷纷制定移民法律政策以规范移民活动。然而，在实际实施过程中面临诸多困境，如政策与地方实际情况脱节、多部门协作机制不畅、对移民群体特殊需求考虑不足等。本研究旨在深入剖析移民法律政策实施中的困境并探索解决策略，通过文献分析法梳理国内外相关研究成果，运用案例分析法选取具有代表性的地区进行深入研究，结合实地调研获取一手资料。研究发现，政策制定缺乏灵活性难以适应复杂多变的移民形势，执行层面存在信息不对称导致效率低下，社会融入支持体系不够完善影响移民权益保障。基于此提出创新性解决策略：构建动态调整机制使政策更具适应性，强化部门间信息共享平台建设提高协同治理能力，建立健全多元化的社会融入服务体系满足移民多样化需求。该研究不仅为优化移民法律政策提供理论依据，还为改善移民管理实践、促进移民更好融入当地社会作出积极贡献。

Abstract
As globalization accelerates, migration has become increasingly common, prompting countries to formulate immigration laws and policies to regulate migration activities. However, the implementation of these policies faces numerous challenges, such as disconnection between policies and local realities, inadequate interdepartmental collaboration mechanisms, and insufficient consideration of the specific needs of migrant populations. This study aims to thoroughly analyze the difficulties encountered in the implementation of immigration policies and explore innovative solutions. By employing literature analysis to review relevant domestic and international research findings, and using case studies to conduct in-depth investigations in representative regions, combined with field research to obtain primary data, this study reveals that policy formulation lacks flexibility, making it difficult to adapt to the complex and ever-changing migration landscape. At the execution level, information asymmetry leads to inefficiency, while an incomplete social integration support system affects the protection of migrants' rights. Based on these findings, this study proposes innovative strategies: establishing a dynamic adjustment mechanism to enhance policy adaptability, strengthening the construction of information-sharing platforms among departments to improve collaborative governance capabilities, and developing a diversified social integration service system to meet the varied needs of migrants. This research not only provides theoretical foundations for optimizing immigration policies but also contributes positively to improving immigration management practices and promoting better integration of migrants into local societies.
