摘 要
中小企业作为国民经济的重要组成部分,在推动经济增长、促进就业和技术创新方面发挥着不可替代的作用。然而,当前中小企业面临技术创新能力不足的问题,主要表现为技术研发投入有限、创新资源整合能力弱、产学研合作机制不完善等。为提升中小企业的技术创新能力,本研究基于资源基础理论和动态能力理论,通过文献分析、案例研究和问卷调查相结合的方法,选取了不同行业、不同规模的中小企业作为样本,深入剖析其技术创新现状及存在的问题。研究表明,构建以企业为主体、市场为导向、产学研深度融合的技术创新体系是提升中小企业创新能力的关键路径;优化内部资源配置、强化外部协同创新、完善政策支持体系是重要保障措施。研究发现,数字化转型成为中小企业技术创新的新动能,能够有效降低创新成本、提高创新效率。此外,建立科学合理的创新评价机制有助于激发企业创新活力。

Abstract
Small and medium-sized enterprises (SMEs), as a critical component of the national economy, play an irreplaceable role in driving economic growth, promoting employment, and fostering technological innovation. However, SMEs currently face challenges related to insufficient technological innovation capabilities, characterized by limited R investment, weak resource integration for innovation, and inadequate mechanisms for cooperation among industry, academia, and research institutions. To enhance the technological innovation capabilities of SMEs, this study, grounded in the resource-based view and dynamic capability theory, employs a combination of literature analysis, case studies, and surveys. By selecting SMEs from different industries and scales as samples, this research thoroughly examines their current status of technological innovation and the existing problems. The findings indicate that constructing a technology innovation system with enterprises as the main body, market orientation, and deep integration of industry-academia-research is a key pathway to improving SMEs' innovation capabilities. Optimizing internal resource allocation, strengthening external collaborative innovation, and perfecting policy support systems are essential safeguard measures. The study also reveals that digital transformation has become a new driver for technological innovation in SMEs, effectively reducing innovation costs and enhancing innovation efficiency. Moreover, establishing a scientific and reasonable innovation evaluation mechanism can help stimulate corporate innovation vitality.

Abstract
