摘 要
中小企业作为国民经济的重要组成部分，在推动经济增长、促进就业和技术创新方面发挥着不可替代的作用。然而，当前中小企业面临技术创新能力不足的问题，主要体现在技术研发投入有限、创新资源匮乏、技术人才短缺等方面，这制约了中小企业的可持续发展。为此，本研究旨在探索提升中小企业技术创新能力的有效路径。通过文献综述与案例分析相结合的方法，系统梳理国内外相关理论成果，并选取具有代表性的中小企业进行实地调研，深入了解其技术创新现状及面临的困境。研究发现，政府政策支持是提升中小企业技术创新能力的关键因素之一，良好的政策环境能够为企业提供资金、技术和人才等多方面的保障；同时，企业自身应加强内部管理创新，优化资源配置，建立有效的激励机制以吸引和留住高素质的技术人才；此外，构建产学研合作平台有助于整合各方资源，实现优势互补。

Abstract
As an important part of the national economy, small and medium-sized enterprises play an irreplaceable role in promoting economic growth, promoting employment and technological innovation. However, at present, small and medium-sized enterprises are facing the problem of insufficient technological innovation ability, mainly reflected in the limited investment in technology research and development, the lack of innovation resources, and the shortage of technical personnel and other aspects, which restricts the sustainable development of small and medium-sized enterprises. To this end, this study aims to explore the effective way to improve the technological innovation ability of smes. Through the combination of literature review and case analysis, the relevant theoretical achievements at home and abroad are systematically combed, and representative small and medium-sized enterprises are selected for field research to deeply understand the current situation and difficulties of their technological innovation. It is found that government policy support is one of the key factors to improve the technological innovation ability of small and medium-sized enterprises, and a good policy environment can provide enterprises with capital, technology and talents; at the same time, enterprises should strengthen internal management innovation, optimize resource allocation, and establish effective incentive mechanism to attract and retain high-quality technical personnel; in addition, the construction of industry-university-research cooperation platform is helpful to integrate resources of all parties and realize complementary advantages.
