燃煤电厂超低排放技术改造及其环境影响评估

  随着我国对大气污染治理要求的日益严格,燃煤电厂作为主要的大气污染物排放源,其超低排放技术改造成为必然选择。本研究旨在评估燃煤电厂超低排放技术改造的环境影响,为相关政策制定提供科学依据。通过对某典型燃煤电厂进行实地调研,获取其在实施超低排放技术改造前后的运行参数、污染物排放数据等一手资料,并结合数值模拟方法,分析改造前后污染物的时空分布特征及其对周边环境空气质量的影响。结果表明,超低排放技术改造后,该电厂烟尘、二氧化硫、氮氧化物等主要大气污染物排放浓度显著降低,分别下降了约80%、75%和65%,远低于国家超低排放标准限值;同时,基于AERMOD模式模拟发现,改造后厂界及下风向敏感点处污染物浓度均有不同程度削减,区域环境空气质量得到明显改善。

Abstract 
  With the increasingly strict requirements for air pollution control in China, coal-fired power plants, as the main emission source of air pollutants, and their ultra-low emission technology transformation has become an inevitable choice. The purpose of this study is to assess the environmental impact of ultra-low emission technology transformation in coal-fired power plants and provide a scientific basis for relevant policy making. Through the field research of a typical coal-fired power plant, the primary data such as operation parameters and pollutant emission data before and after the implementation of ultra-low emission technology transformation are obtained, and combined with the numerical simulation method, the spatial and temporal distribution characteristics of pollutants before and after the transformation and the impact on the surrounding environmental air quality are analyzed. The results show that the emission concentration of soot, sulfur dioxide, nitrogen oxide decreases by about 80%, 75% and 65% respectively, far below the national ultra-low emission standard limit. Meanwhile, based on the AERMOD model simulation, the boundary and downwind sensitive points are reduced to different degrees, and the regional ambient air quality is significantly improved.
