臭氧污染成因分析及区域联防联控机制研究

  随着工业化和城市化进程的加速,臭氧污染已成为影响我国大气环境质量的重要因素,其形成机制复杂且具有区域性特征。本研究旨在深入剖析臭氧污染成因,构建区域联防联控机制。通过分析2015 - 2020年京津冀、长三角等重点区域的大气污染物排放数据、气象条件及化学反应过程,结合卫星遥感与地面监测网络,采用数值模拟方法探究臭氧生成的关键前体物及其传输路径。结果表明,挥发性有机物(VOCs)和氮氧化物(NOx)是臭氧生成的主要前体物,夏季高温强光照条件下更易发生光化学反应;不同区域间存在显著差异,传输作用对局部地区臭氧浓度有重要影响。基于此,提出建立以“分区管控、分类治理、协同减排”为核心的区域联防联控机制,强调跨部门协作与信息共享平台建设,实现精准化、动态化管理。

Abstract 
  With the acceleration of industrialization and urbanization, ozone pollution has become an important factor affecting the quality of atmospheric environment in China, and its formation mechanism is complex and has regional characteristics. This study aims to deeply analyze the causes of ozone pollution and establish a regional joint prevention and control mechanism. By analyzing the air pollutant emission data, meteorological conditions and chemical reaction process in key regions such as Beijing-Tianjin-Hebei region and Yangtze River Delta from 2015 to 2020, combined with satellite remote sensing and ground monitoring network, the key precursors of ozone generation and their transmission paths are explored by numerical simulation method. The results show that volatile organic compounds (VOCs) and nitrogen oxide (NOx) are the main precursors of ozone generation, especially photochemical reactions in summer; different regions, and the transmission effect has important influence on ozone concentration in local areas. Based on this, it is proposed to establish a regional joint prevention and control mechanism with "regional management and control, classified governance and coordinated emission reduction" as the core, emphasizing the construction of cross-departmental cooperation and information sharing platform, so as to realize precise and dynamic management.
