农村给排水设施建设与管理是实现乡村振兴和可持续发展的重要基础,然而当前我国农村地区在这一领域仍面临诸多挑战。本研究以改善农村给排水设施的建设与管理水平为核心目标,通过实地调研、数据分析及案例对比等方法,系统探讨了农村给排水设施在规划、建设和运营过程中存在的问题,并提出了针对性的优化对策。研究发现,农村给排水设施普遍存在资金投入不足、技术标准滞后、运营管理不善以及公众参与度低等问题,这些问题相互交织,严重制约了设施的功能发挥和长期效益。为此,本文创新性地提出了一种基于区域协同的管理模式,结合地方实际情况,强调政府引导、市场参与和社会监督的多方协作机制。同时,研究还引入了智能化监测技术,为设施运行提供了科学依据和技术支撑。结果表明,该模式能够有效提升设施的建设质量与管理效率,显著改善农村居民的生活环境和健康水平。本研究的主要贡献在于,不仅揭示了农村给排水设施管理中的深层次矛盾,还为相关政策制定和实践操作提供了理论支持与可行路径,对推动农村基础设施现代化具有重要参考价值。

ABSTRACT

The construction and management of rural water supply and drainage facilities are crucial foundations for achieving rural revitalization and sustainable development. However, numerous challenges remain in this area in rural regions of China. This study focuses on improving the construction and management level of rural water supply and drainage facilities, employing methods such as field surveys, data analysis, and case comparisons to systematically investigate the issues encountered during planning, construction, and operation. The findings reveal that rural water supply and drainage facilities commonly face problems such as insufficient funding, outdated technical standards, poor operational management, and low public participation. These issues are interwoven and significantly hinder the functional performance and long-term benefits of the facilities. In response, this paper innovatively proposes a regional collaborative management model tailored to local conditions, emphasizing a multi-party cooperation mechanism involving government guidance, market participation, and social supervision. Additionally, the study incorporates intelligent monitoring technologies to provide scientific evidence and technical support for facility operations. The results indicate that this model can effectively enhance the construction quality and management efficiency of the facilities, markedly improving the living environment and health levels of rural residents. The primary contribution of this research lies in not only uncovering the deep-seated contradictions in the management of rural water supply and drainage facilities but also providing theoretical support and practical pathways for relevant policy formulation and implementation, offering significant reference value for advancing the modernization of rural infrastructure.
