摘 要
本研究深入分析了消费者权益保护法的实施困境及其对策。通过对消费者权益保护法的基本理论、保护原则、法律目标与作用进行梳理，明确了消费者权益保护法的核心价值和重要性。本研究对比了国际上的立法经验，探讨了国际合作对消费者权益保护的影响，为我国的消费者权益保护提供了借鉴。在消费者权益保护法的实施过程中，面临着诸多困境。法律执行的难题、消费者维权的障碍、法律法规的不完善以及监管部门的职能弱化等问题，不仅严重损害了消费者的合法权益，也破坏了市场公平，降低了消费信心，对社会稳定构成了威胁。针对这些困境，本研究提出了相应的实施对策。强化法律执行与监督，确保消费者权益保护法得到有效执行；提升消费者的法律意识，增强其自我保护和维权能力；完善相关法律法规，为消费者提供更加全面、具体的法律保障；增强监管部门的职能，加强其监管力度和效率，确保消费者权益得到切实保护。本研究旨在通过全面分析消费者权益保护法的实施困境及其对策，为完善我国消费者权益保护法律体系、提高消费者权益保护水平提供理论支持和实践指导，以维护市场秩序、促进经济发展和社会稳定。

Abstract
This study deeply analyzes the implementation dilemma of consumer rights protection law and its countermeasures. Through sorting out the basic theories, protection principles, legal ob jectives and functions of the consumer rights and interests protection Law, the core value and importance of the consumer rights and interests protection Law are clarified. This study compares the international legislative experience, discusses the influence of international cooperation on the protection of consumer rights and interests, and provides a reference for the protection of consumer rights and interests in China. In the implementation of the protection of consumer rights and interests, there are many difficulties. Difficulties in law enforcement, obstacles to consumer rights protection, imperfect laws and regulations, and the weakening of the functions of regulatory authorities not only seriously damage the legitimate rights and interests of consumers, but also undermine the market fairness, reduce consumer confidence, and pose a threat to social stability. To address these dilemmas, this study proposes corresponding implementation countermeasures. Strengthen law enforcement and supervision to ensure the effective implementation of the law on the protection of consumer rights and interests; enhance consumers 'legal awareness, enhance their self-protection and rights protection ability; improve relevant laws and regulations to provide more comprehensive and specific legal protection for consumers; strengthen the functions of regulatory departments, strengthen their supervision and efficiency, and ensure the effective protection of consumers' rights and interests. This study aims to provide theoretical support and practical guidance for improving the law and law protection system and improving the protection level of consumer rights and interests in China, so as to maintain the market order and promote economic development and social stability.
